Cognitive Load / Cognitive Carry
Cognitive Load describes the effort, complexity or mental work demanded by an interaction. Cognitive Load Transfer occurs when interpretation, memory, coordination or decision-making effort is shifted from an organisation onto the person using it. The system appears simpler internally because complexity has been exported.
The duration for which an unresolved institutional issue remains capable of requiring future attention from the person carrying it. Within Savage Analysis case studies, it records the author’s experience unless otherwise stated. Cognitive Load describes the intensity of effort; Cognitive Carry describes the duration of unresolved burden. It may reveal a recognisable pattern but does not presume that every person experiences the same cognitive burden.

The underlying matter remains unresolved and is still being actively pursued. Cognitive Carry continues to accumulate.
The matter remains unresolved, but active pursuit has stopped because the time, effort, attention or cognitive capacity required currently exceeds its value or priority. It may be resumed later, so Cognitive Carry continues to accumulate.
A substantive outcome has been reached. Cognitive Carry stops on the resolution date.
The matter remains unresolved but has been deliberately relinquished with no current intention to resume. Cognitive Carry stops on the abandonment date.
